亲爱的世界领导者们:
2007-2008年冬季将证明是全球经济不满的冬天,它将标志着拒绝和放弃这样一种漏洞百出的意识形态:无规制的全球金融市场将促进金融创新、市场效率、无阻碍的增长和无限的繁荣,同时通过将之扩展到整个体系,可以消除风险。30多年来,主流的新自由主义经济学家一直宣扬和接受无规制的市场富有效率的神话,无视约翰·梅纳德·凯恩斯通过分析金融市场和国际支付体系之间的互相联系所提出的批判性的教导。那些不能从历史中吸收教训的人注定要重复以前的悲剧。
过去30年的新自由主义经济学家否认大萧条带来的那样的世界性的毁灭有重演的可能性:大萧条正是“喧嚣的20年代”美国不受约束的金融市场所产生的投机泡沫崩溃后出现的。他们自己欺骗自己,以至于相信:建筑在债务之上的虚假繁荣能够通过金融放纵持续下去。现在历史正在重复自己,这次的起因是一个新的、致命的病毒:它通过“创新的”债务证券化、结构金融和千奇百怪的金融业务感染了去规制化的全球金融市场,而这些又是大开方便之门的央行释放的过度的流动性潮水一般涌向金融市场所造成的。巨大的幻想的财富结构建立在债务操纵的流沙之上。
这一债务泡沫在2007年7月最终破灭了,现在正在威胁着可能拖垮整个全球金融体系,从而导致经济崩溃,除非觉醒的政治领导层在全球层次采取协同的正确的措施。2007年开始的美国次贷问题像预见那样已经发展成一个泥潭,它导致互相联系的金融市场突然失灵,并随着感染通过过时的、失灵的国际支付体系以电子速度传播,正威胁到全世界的金融机构的运行。为了阻止全球金融崩溃,必须好好学习凯恩斯关于国际支付体系应该如何运作的蓝图:在该蓝图中,允许每个国家实行全民充分就业政策,而不需要担心收支平衡问题,也不会允许别国发生的金融事故感染该国国内的银行或非银行金融体系。
如果世界领导者们重新考虑凯恩斯的分析体系,——该体系对二战后四分之一世纪的繁荣做出了重大贡献,另一次大萧条将能够被避免。下面签名的人和别的一些人很长时间以来拥护在1941年在布雷顿森林会议上提出的凯恩斯计划的21世纪改进版的基础上,建立一个新的国际金融架构。这一新的国际金融架构将瞄准建立:
(1)一个不存在某一货币的霸权的新的全球货币体系;
(2)一个支持而非阻碍各国国内发展的全球贸易关系;
(3)一个激励各国为其劳动者实现充分就业和工资增长的全球经济环境。
